Sweden's job seeker permit: look for work without a job offer

Formally this is a residence permit for highly qualified persons to look for work or examine the possibilities of starting a business. It exists to let qualified people conduct their job search from inside Sweden: meeting employers, interviewing, and understanding the market.

It is not a work permit: you may not take employment while you hold it, not even part-time. It is not a path for everyone either — the qualification bar is a completed second-cycle (advanced-level) degree, which excludes most three-year bachelor's degrees on their own.

For most people the realistic comparison is: search from abroad and apply for a work permit when an offer lands, or use this permit to search on the ground. Being available for interviews in Sweden is a genuine advantage in practice; nine unpaid months is the cost.

The degree requirement is specific. Your qualification must correspond to a Swedish second-cycle degree: a one-year (60-credit) or two-year (120-credit) Master's, a professional degree of 60–330 credits, or a postgraduate/doctoral qualification. Documentation matters — degree certificates and, where needed, an assessment of what your foreign degree corresponds to.

The money requirement scales with the permit length: at least SEK 13,000 in bank assets for each month you apply for, plus funds for the journey home. For a full nine-month permit that means SEK 117,000 plus the return ticket. The funds must be your own bank assets — the requirement is checked at application, not promised income.

You also need a comprehensive health insurance policy valid for care in Sweden for the whole period, and a passport that outlasts the permit — the permit can never be longer than your passport's validity.

The permit can be granted for up to nine months, and it cannot be extended into more search time — the intended exit is a work permit, a business, or departure. The application fee is SEK 2,200, and you must be outside Sweden when you apply and when the decision is made.

Processing is the practical catch. The Migration Agency's current statistics show 75% of complete applications decided within about six months, and around seven months for incomplete ones. If your plan is 'fly out next month', this permit does not fit that plan — it rewards people who apply half a year ahead.

This is the feature that makes the permit valuable: if you receive a job offer during the permit period, you can apply for a work permit from inside Sweden. The normal rule that first-time work permit applicants must apply from abroad does not block you.

The work permit application itself follows the standard rules — the salary threshold, the signed contract, the employer's advertising and union steps, and the insurance requirements all apply in full.

On paper anyone with a Master's and savings qualifies. In practice, the route pays off for a narrower group, and misfires for others.

It tends to work when: your occupation is in the highly qualified group (SSYK 1–3) where employers are used to sponsoring; your target salary comfortably clears SEK 34,470 so the later work permit is not borderline; and you can afford the search months without income. It tends to misfire when the target roles pay near the threshold, when the occupation sits in an exempt or scrutinized category, or when the applicant needs income during the search — remember, no work at all is permitted.

A useful pre-check before committing SEK 117,000 of locked savings: would your intended job, at its realistic salary, pass the work permit test? If not, the search permit only buys you nine months of being close to a rejection.

Most avoidable problems in this permit category are documentation problems. The funds must be bank assets in your own name, clearly covering 13,000 kronor per applied-for month plus return travel; recent statements matter more than salary slips, and borrowed short-term balances are a known red flag.

Degree documentation should establish the second-cycle level explicitly. If your degree comes from a system that does not map cleanly onto Swedish cycles, deal with the equivalence question proactively rather than leaving the assessment to chance.

Finally, match the insurance to the full applied-for period. A policy that starts when you land but was not in place at decision time, or that covers six of nine months, creates exactly the kind of incompleteness that moves a six-month case toward seven or more.
